Italian satirical fame
Massimo D'Alema is an Italian politician who served as the Prime Minister (1998 – 2000) and later Deputy Prime Minister and Minister of Foreign Affairs (2006 – 2008).
From a political standpoint, he represented the Democratic Party of the Left (formerly Communist Party, now Democratic Party)
Nevertheless, the Italian press seems to often make fun of him, nicknaming him Baffino (littlestache) because he's somewhat seen as a controversial figure

First sight of a meme, though IRL: The Fu-fu dance.
In the mid-1990s, a humoristic report from the "Striscia la Notizia" tv show found out about a peculiar nervous tic from Massimo d'Alema, consisting in blowing his clenched fists.
The peculiar sound made, "fu-fu", soon became a somewhat great phenomenon reused by the TV hosts, as commented by this note

From examining a few photos of Massimo d'Alema, he appears to be fond of using lots of animated gestures, posturing, and effective use of expressive faces.
But one photo showing him in a position of complete astonishment and dismay has been reposted more than any other, and photoshopped in various ways.
Usage
Dubbed Reaction guy or sometimes Do not want guy, this photo is used among /b/tards as a simple way of expressing one's bewilderment at a previous post made by someone else or, in short, a typical Reaction Face. The fact that, in this photo, Massimo d'Alema glares greatly at the left side of the screen is also an amusing way of playing with the imageboards layout.
Numerous alterations of the initial photo ensued but its initial usage as a reaction picture always prevails:
